The Role

As Assistant Pre-Construction Manager, you will support the delivery of pre-construction activities from initial enquiry through to contract award. Working closely with the Head of Preconstruction and wider pre-construction team, you will assist in coordinating tenders, preparing bids, reviewing documentation, and liaising with clients, consultants, and the supply chain to help develop accurate, competitive, and compliant submissions.

This role is ideal for someone looking to progress their career within a main contractor environment, gaining experience across tender management, commercial input, and design coordination within the pre-construction process.

Key Responsibilities

  • Assist in the preparation and submission of tenders, bids, and pre-qualification questionnaires (PQQs).
  • Review tender documentation and highlight key requirements, risks, and clarification points.
  • Support the coordination of input from estimating, design, commercial, and operational teams to produce high-quality tender submissions.
  • Help manage bid programmes, submission deadlines, and tender trackers.
  • Maintain accurate tender records and document control systems.
  • Assist with the preparation of cost plans, estimates, and tender summaries.
  • Obtain and review subcontractor and supplier quotations to support pricing exercises.
  • Support value engineering initiatives to improve project value and competitiveness.
  • Assist with pre-contract meetings, tender clarifications, and negotiation processes.
  • Support communication with clients, consultants, and stakeholders throughout the tender stage.
  • Assist with the preparation of bid presentations and supporting documentation.
  • Work with design managers and consultants to coordinate technical information during the pre-construction phase.
  • Help ensure tender proposals are compliant, buildable, and aligned with client requirements, budgets, and programme constraints.
  • Assist with the preparation of pre-contract risk assessments and risk registers.
  • Ensure tender submissions comply with company procedures, contractual requirements, and industry regulations.
  • Support quality reviews of bid submissions prior to issue.
  • Attend internal and external meetings where required.
  • Assist with post-tender handovers to project delivery teams.

Who We’re Looking For

  • Experience in a pre-construction, estimating, bid coordination, or assistant commercial role within the construction industry.
  • Experience working within a main contractor environment.
  • Understanding of construction procurement routes and tendering processes.
  • Knowledge of contract forms such as JCT and NEC.
  • CSCS card (or willingness to obtain).
  • SMSTS (or willingness to work towards).
  • Relevant construction, commercial, or built environment qualification (or working towards one).
  • Strong commercial awareness and numerical skills.
  • Good organisational skills with the ability to support multiple tender submissions and deadlines.
  • Strong communication and interpersonal skills.
  • Detail-oriented with a proactive approach to learning and development.
  • IT literate with experience using estimating or project management software.
